Yes, some of my clients still use cPanel on Hostinger hosting, but currently due to issues of low prices and improvements in resources, I recommend Hostinger's hPanel panel on standard hosting with greater capacity, security and resources.

Yes they Do.. they call it Hpanel . and it is very user friendly compare to Cpanel.

Yes and No. Hostinger has a hosting dashboard called hPanel that is modernized version of cPanel. HPanel's User-interface is different in looks than cPanel but functionality is the same.
